You can get a free font from the USPS website, along with online tools and software to encode special mailer data into the IM barcode format. You also need a printer that can print address labels in the desired size and style, such as a standard inkjet or laser printer. Sheets of address labels can be purchased at most big box stores and office supply retailers.
Using a tool like Postal Barcoder Max, which is available as a free download for Windows, you can generate a IM barcode in any program that can change the text's font to the appropriate barcode font, such as Word, PowerPoint, TextEdit and many other applications. Once you have the IM barcode, you can print it on your labels or use a scanner to read it and extract the mailing data.
